In a dramatic turn of events that marks a pivotal moment in Liberia’s political history, Speaker of the House of Representatives Cllr. J. Fonati Koffa has announced his resignation as Speaker of the 55th National Legislature, effective at noon on May 12, 2025.

The decision, confirmed by the Rule of Law Caucus, Chaired by Representative Musa Hassan Bility on Sunday, comes against the backdrop of an escalating “constitutional crisis” that has raised serious questions about the balance of power and the rule of law in the country. In a formal statement, the caucus, through its chairperson, expressed regret over Koffa’s resignation but acknowledged the necessity of the move, citing three key reasons for supporting the decision.

First, the caucus pointed to an ongoing constitutional standoff, blaming the Executive Branch for persistently disregarding Supreme Court rulings. “This is a governance issue that transcends the Speaker’s office and undermines the authority of the entire Legislature,” the statement read.

Second, Speaker Koffa’s ability to lead had reportedly weakened in recent weeks due to a loss of support from within the House. The erosion of confidence among lawmakers, the caucus noted, had jeopardized the Legislature’s ability to function effectively.

Finally, the caucus emphasized the need to restore constitutional order through reconstitution of the Legislature, as mandated by Article 49 of the Constitution. New leadership elections are expected to take place to reestablish legitimacy and return the House to its constitutional mandate.

“Serving alongside Speaker Koffa has been both an honor and a responsibility,” the caucus stated. “His tenure has demonstrated resilience and an unwavering commitment to democratic principles.”

Although stepping down from his leadership role, Koffa is expected to remain an active legislator and member of the Rule of Law Caucus. His continued presence on the floor is viewed by allies as a stabilizing force during what many are calling one of the most defining constitutional moments in recent Liberian history.
